In the above circumstances I would
be glad to learn what steps the Hong Kong Government propose to take towards the creation of an Endowment Fund and, if the money is invested in local public utility shares, whether in fact the whole of the capital sum sum required cannot be found from Hong Kong sources. I appreciate that present economic outlook in Hong Kong is far from rosy but with the increasing financial burdens with which His Majesty's Government is now being faced I fear there is now little prospect of His Majesty's Government being able to make a further contribution to the University for the above purpose.
